New Roads and Streetworks Act (NRSWA) Training

The legislation of the New Roads and Street Works Act 1991 ensures that companies are qualified to carry out any works involving the highway and observe the relevant regulations. The standardisation of highway works assists companies to work in co-ordination with local authorities whilst works are being carried out. The effect of this is the avoidance of unnecessary disruption caused to road users and the general public, along with improved road safety.

Training in NRSWA would be suitable for companies and individuals whose work is carried out on the public highway, with a view to: ensuring safety, protecting the highway structure, giving respective counties extra powers to police highway works, ensuring journey reliability times and minimising inconvenience to road users and the general public.

It is a legal requirement under the New Roads and Street Works Act 1991 that companies and people whose work activities incorporate the excavation and re-instatement of any highway in the UK receive suitable NRSWA training and qualifications. The act specifies that whilst works are being carried out on the highway, a minimum of 1 appropriately qualified operative must be present on each site and a minimum of one visit made each day by a Supervisor

Qualifications are also often specified by client organisations and local authorities when employing contractors for works including the excavation or reinstatement of the highway for other purposes.

Courses can offer alternative options by breaking down the separate units to allow candidates to gain a qualification that is tailored to their role. These main areas of competence include Signing, lighting and guarding, the location and avoidance of underground apparatus, the excavation in the and monitoring of the highway and the monitoring and reinstatement of road surfaces and sub-layers.

All qualified candidates leave their training with City and Guilds Certification which leads to their registration with SWQR, (Street Works Qualifications Register). Registration with SWQR is available for various combinations of units to suit personal requirements. Course candidates should consult with a training provider to identify which units need to be studied in order to gain the required certification.

Each unit of competence is assessed by observation plus written and oral questioning. In addition to this, Supervisors are assessed whilst they monitor the performance of an Operative. Some Units will require the candidate to carry out risk assessments and to produce sketches.
