How The SRED Canada Program Works

By Adriana Noton

During the late 1990's the Canadian government created a tax program known as the Scientific Research and Experimental Development program (SRED). The SRED Canada program was created by the government, but it's operated by the Canadian Revenue Agency. The program was developed so as to promote technological as well as scientific innovation, research and development by Canadian individuals and businesses. This program doesn't discriminate according to size, so all companies can qualify for the incentive program.

To know how the Scientific Research and Experimental Development Program work, one has to know that the purpose of this program is to encourage technological and scientific innovation within the state. It's meant to encourage able individuals and companies to enter this field, and it is also meant to attract companies and individuals from foreign countries to make contributions to the industries of Technology and Science within the nation.

The incentive is not just for large corporations. It is meant to benefit companies of all sizes, even individuals. Companies and people that are eligible for this program can receive tax breaks from the Revenue Agency in the form of cash refunds or tax deductions.

The amount of the refunds and/or deductions is calculated by the expenditure of the firm or individual in Canada. For instance, a company could receive a cash refund on the cost of equipment that they purchased in that tax year. However, it is not easy to be able to qualify for this tax break because not just any company or individual can claim this.

In order to qualify, the company must have done some work in the science or technology field. Companies and individuals who have worked at the areas of marketing and sales don't qualify. Also, companies that have done work for the humanities don't qualify for this program. You do not have to purchase anything to qualify. You could still qualify if you have spent resources on research, for example. But, the research must have been around the area of science and technology. Also, work that has contributed to the creation of knowledge in those fields is awarded.

Research work does qualify. However, only research that was done within the field of science and technology can make a claim for a tax deduction or refund. And, the research should have been used to create knowledge.

The Scientific Research and Experimental Development Program is an important tax program in the country because it encourages foreign companies whose fields are technology and science to set up businesses in the country, resulting in direct foreign investment into the country. Scientific and technological companies are enticed to establish their businesses there because they know they will receive tax breaks or refunds on some of their work.

To support their argument, they point out that Canada has been ranked very low on the list of countries that are deemed to be scientifically and technologically innovative by the World Economic Forum. Whatever your opinion on the program, it cannot be denied that it has had some successes. Also, it does not look like the Canadian government will be cancelling it any time soon.
